When I'm out and about, walking around the city or riding the MTR, I often see young, very pretty, women in their 20's (maybe early 30's) sluttily dressed. Like often showing midriff and navel, tight jeans or skirt. I don't think they're the typical streetwalkers, since they don't try to make eye-contact with every stranger around them, and they look like they're going somewhere. But they are often walking alone, at least without a boyfriend.

Are these women just literally normal non-prostitute civilians, who happen to be dressed provocatively when they go out by themselves? Or are they dressing up for some occasion? Are they trying to attract attention? Are they going somewhere to an event where it would be more appropriate to talk to them?

Yeah. Just cuz they dressed more 'eye catchingly' does mean they're after attention. I would advise not approaching them otherwise you're coming across as a creep.

In a bar however ... Different story.

You should go to the states and hit up any mall or even Walmart.  You'll see women pretty much half naked with their tits and ass hanging out, no bra see through shirt, etc.  And nobody bats an eye.  Now them being attractive or not is a complete crapshoot lol.  A majority of them are walking manatees while some are attractive.  It all depends on the state and location.  Ie. Fancy mall in a rich city vs any Walmart lol.  

Girls in HK are considered very conservative in contrast.

This is a big problem in Hong Kong. You have to understand that girls have their own personal boundaries...

I been staying in HK for 7 years now. Often travel into China - Shenzhen, Guangzhou, Macau, Shanghai and Beijing. Luckily got lock-up in Shanghai during the 1st year of Covid and then in HK for the rest of Covid years.

Here's the reasons which i actually spoken to a few of my female friends about it.

1. It's an open world. Women dress what they like be it fashion sexy or not. Today's hip thing which i really like looking is those yoga pants around them. Showing the butt and more. It's a free world mate!

2. Women whom wants to be noticed. This don't mean they want you to go say hello. They just like some small little attention. They sometime feels proud that they still can get some "looks".

3. A very small percentage, really small percentage wants you to approach them. Unless you smile and they return a smile the chances is still 50%.

The same goes for Shanghai.

Now there's also the venue to consider. If you are in a bar, and she's wearing really sexy the above still applies but if she gives you 2 or 3 smiles, you just got the ticket to go for it.

so many woman in hk not just young show off there prosperity and wealth by dressing immaculately. its for them and there friends as much as a status symbol.  I tried paying them compliments when I first arrived hoping to at least get a smile.. only once has one said anything in return to a comment.   I used to try be very polite with the comments as walking past.  but now its too energy consuming.\

my comment was something like   good afternoon you look absolutely amazing you heading somewhere?  
I got a thanks a smile and she looked back to her phone..  
I didn't pursue it any longer I had been dismissed
