Yes, mainlanders can now come to Hong Kong without quarantine. This program started about 10 days ago.

They have to have a vaccination and take a test. My understanding is a government is under some pressure to open up Hong Kong to the mainland, there are various people who live in China traditionally would come to Hong Kong for work and school daily.
If the virus numbers picked up, I suspect the government would suspend it again.
