Age of simple majority
The legal age of majority is eighteen (18) years

Age of consent for sexual activity
The legal age of consent for sexual activity is sixteen (16) years (Crimes Ord., Cap
200).

Age of consent for marriage
The legal age of consent for marriage is twenty-one (21) years (Marriage Ord., Cap
181).

Definition of a ‘child’
“Child” means a person under the age of 16 under the Prevention of Child
Pornography Ordinance, Chapter 579 Laws of Hong Kong.

I think the above should clear all doubts;

Nobody would want to take the risk with a 16 year old; and besides no 16 year old girl would be hanging around this forum since it is not legal for her to do so; and hence to be safe rather than sorry, 18 would be more acceptable.

If caught with a 16-17 year old, even with consent of sexual activity, why take the risk of being getting blackmailed?

The cops goes to the 141 flats to check for IIs incase they're working there.
They also visit certain 141 buildings more if there's been trouble there or the
other residents have been complaining.
But all in all, most these checks ar far and few in between.

It is not legal for one to give money to a third party for services of a girl !

Sorry to scare you bro. Yeah, I was temporarily misled by an incorrect website. Prostitution is not illegal in Hong Kong.

I am no legal expert, but I have always been told that in fact prostitution IS legal in Hong Kong but only in the 141
environment. In other words one flat, one woman, one customer. No pimps, no minders, nobody else profiting.Like all
other workers in all professions, the WGs have to be legal in the sense that they have to have ID cards and work permits.
Because the majority of WGs are from the Mainland and here on two-way permits as tourists, they are technically working illegally. I got caught once in a building in Mongkok when a plainclothes cop stopped me as I was leaving the room. He
told me not to worry and that I was only a witness. He took my details and checked my ID and told me I might be called as a witness. He told me the girls normally would just be deported and that there would only be courtcases where
they denied working. He actually told me in English that I was not doing anything illegal and that the girl was because
she was a tourist. He said the same would apply to all tourists from all countries found working. He was actually quite
friendly and spoke quite good English. He told me they also busted restaurants and bars from time to time as they
often employ people on tourist visas. He also told me that the local WGs with ID cards are OK. I didn't engage him any
further as I wanted to get the hell out of there and the girls was just sobbing on the bed. One of the reasons I
switched to hotel girls was that many local friends told me the cops seldom if ever check the hotel girls but they often
raid the out and out brothels.

This underage thing is heavy in HK.  In the US, it happens all the time and probably less than 1% gets in trouble for it.  Although, it is really not my tastes for too young chicks, I do love 18-21 year olds.  I like the baby face, but only if its like an 18 year old baby face, not an 18 year old with a 14 year old look.
