Depends on what you mean by quality. In general, the HG will be younger, and could be prettier, but quite often are far less experienced. The walk ups are usually older than HG, but are certainly capable of giving excellent service if you take the time to search for reviews and select ones that are recommended by punters who have reported on their service. Walk ups are quite often located in buildings that have several girls offering service. Good idea to make a list of several you are interested in, in case your first selection has a "please wait" sign on the door. Another route to consider are the brothels located on Kowloon side. Usually older girls, but highly rated for the excellent service they provide.

I would say, don't count on most of the WGs speaking much English. Chances are that some of the older 141 walk ups will be more receptive to unusual requests. Being past the point of youth and beauty they will often go to greater lengths to entice clients. There have been very few girls that I have visited that spoke enough English to have a conversation with, but a bit of theatrical sign language is usually sufficient to communicate most requests.

Say, I think that in my country DFK with WG is sometimes considered as a dubious practice, not every one accepts it (both sides). But here I see a lot of reports mentioning DFK. Is there a basic set of the acceptable activities that are not required to be negotiated beforehand?

Good news bro - in Hong Kong it is lawful to exchange money for sex.  The police won't stop you going to visit a girl.   There are restrictions:-   it is illegal to take money in exchange for sex with someone else - i.e. pimps and agents are breaking the law   it is illegal to pay for sex in a premises with more than one person present   young age / family relationship / mental incapacity and IF she happens to be working illegally, they may stop her though ... so you should ask to see her Work Visa or Permanent HK ID card before agreeing to hire her services.  But the sex itself is allowed.   ...
