HJ legal in China mainland

Hello,

I read that according to a court ruling of the Intermediate People’s Court, performing masturbation on another person in exchange for money is not illegal and those who perform and receive such acts should not face prosecution.

a) Is this information correct (=HJ legal)?
b) Does it apply in whole China?

That was a decision of a Guangdong court a few years ago, but Beijing chimed in and I think over turned it.

Not sure of the current situation.

To follow-up: In case it is illegal: How likely LE raids a regular massage shop which provides regular massage and HJ as a side service. No FS, girl fully dresses.

Also wondering how they could find out that I potentially reveiving a HJ behind closed doors.
