Those arrested in the joint operation between the police and immigration officers included its mastermind as well as mainlanders with two-way permits. The police said the syndicate recruited the South Korean women through pornographic websites in the country. They then arranged them to come to Hong Kong as tourists, and provided them accommodation. Superintendent Cheng Lai-ki said the syndicate took pictures of the women and uploaded them to a mobile app to lure customers. She believed the syndicate has been operating for about a year.
