Hong Kong does have fixed cab rates - some of s also have direct phone numbers to taxi drivers and their own club who offers 20% discount on longer taxi rides i.e. to the airport and/or you may bargain with them for a fixed fare on a longer distance.

During rush hour/busy times - lots of us also need to offer added incentives when phoning for taxis to come to you - say offer extra $10 or whatever - just so that you can get a taxi fast.

I'm not sure about Macao these days - they're in such short supply there.  Anybody here can advise??
