Here is a sumup and update on the situation in Shanghai (no RA lock on it as everyone should be aware of the situation for their own safety)
What has been going on?
Sauna raids & closure - Mid August
Since the 2nd week of August, Shanghai has been under multiple raids.
Saunas have been raided and shut down in Changning district, Yangpu district and the more vocal event was the sauna below the Shanghai Stadium and another just in the near area being also raided and shut down despite very high level guanxi.

As for local MPs the "naughty" ones got told to close. If you go to Changning and many other districts, they even got a police sticker sealing the doors...
Mongering is not the only activity being targeted, money games/improvised casino are being raided as well. 100s of people ended up in prison.
SNG Shanghai Night Life guide Escort Website & hotels raid - Mid/End September
SNG was a website ran by a german guy (whom it is said took 20% cut from the girls) and his chinese assistant (whom took another 10% cut from the girls).
According to a customer who spent 10 days in prison, Police had been tracking the wechat from SNG since mid september.
They had been following the activity from the site wechat (held by the chinese assistant) and following 1 or several chinese escorts while they were visiting their customers.
It is said some foreigners were arrested 2 weeks after the deed, the police looking at hotel security tapes and length of time spent by the girl in the room.
People caught spent 24 hours at the police station before being issued a 10-15 day "Administrative Detention" with just 1 call allowed prior being sent to detention location.
Consulates were also contacted within the first 3 or 5 days. While the foreigners detained didn't get their visa canceled, the people who spent time in prison still had to account for those 10-15 days missing from work/home.
Manathan Bar raided - late hours of the 28th of October
The bar was raided in the night of saturday to sunday.
Dozens of girls were arrested and apparently later released.
It is said they bar was still closed on Sunday (but Judy Bar a few meters away was reported still open but with little to no action).

Why is this going on?
There are various reasons stated for why this is going on. Hard to say which reason in particular is behind this but:
1/ Reason n°1 the "baidu map scandal"
Like the Donguan events (which were trailed by a CCTV documentary) the Shanghai shut down was activated by a media follow up on "Baidu Map sex sauna/mp advertising scandal".

2/ Reason n°2 to explain why the Shanghai Stadium sauna was aimed in particular is that they wanted to renovate the area and there were money issues

3/ Reason n°3 there was a police chief change / local government change
4/ Last but not the least, there is the 19th congress of the PCC starting on October 18th. They will appoint members of the politburo.
And as you may know Donguan was shut down because people close to Zhou Yang Kang / JiangZemin had used the money they made in the oil industry to invest in Donguan hotels and XXX venues.
Is this another way to dry the Shanghai Gang from its cash source, or is it the Shanghai Gang making sure they won't get caught during this special event, ruining their dreams of getting promoted to the politbureau?
Noone really knows. The seriousness of these raids though does tend to make you think it is coordinated by Shanghai itself.
What can we do?
1/ Rest
2/ Take away to 5 star hotel rooms is still the safest option if you want action. Either independant whom gave you their contact before, or hotel inhouse MPs which are usually shut down but do room delivery.
3/ Some MPs have reopened (some in Hongkou, Jing'an, some in Putuo, some in Minhang from various readings on chinese/english boards).
It doesn't mean that they are safe to go to.
Some Sauna are meant to have relocated in Kunshan and Nanjing.
How long will it last?
Hard to say. Many people said it would last till end of August, then end of September.
It was likely to last at least till end of October due to the 19th congress... but it is still going on... although easing a bit on some MPs in some districts.
Considering Han Zheng chief of PCC of Shanghai (and former member of the Jiang Zemin shanghai gang) was promoted number 4 of the China Gov, it is likely they will soon organise new elections to appoint a new leader for the PCC in Shanghai. Maybe they are waiting for after this event to release the pressure.
Again noone really knows.
Note that the advertising flags on the light poles are still showing the Chinese flag, so I guess "official times" are not over yet...
Also note normal MPs in some district still have restrictions (can't shower in some districts, can't do oil massage in other districts, no doors in xuhui district which has the tightest rules right now).
If these restrictions ease on legit mps, its likely other less legit mps will see an ease too...
