The Chinese floor numbering system is the same as the US - the ground floor is level 1, 1st level up is level 2, etc. The English system which is used in HK for many buildings is the same as Europe - the ground floor level is GF, the 1st level up is 1st Floor, 2nd up is 2nd Floor etc. You'll see the English version generally across the office and apartment (and hence 141) buildings in and near Central, much of HK Island, TST... etc. However in buildings in more purely Chinese areas (such as SSP) you'll see the Chinese system in place, especially in residential buildings (and hence for 141). And in those locations, it's not unusual to see both systems used in tandem - for example the English system in the elevator but the Chinese system in the stairwells.
So if it for example the 3F doesn't seem right, then it may be that you should be looking for the 2F out of the elevator, or only need climb up to 2 flights of stairs. Hope that helps.
