I visit Tokyo 3-4 times a year. High end delivery shops often require near fluent levels of Japanese, East Asian heritage, or both. Shops insist on proficient Japanese because they don’t want there to be any confusion regarding the services (no FS), and they don’t want the girl to feel uneasy, since these shops usually don’t cater to foreigners and the girls might only have served Japanese clients in the past.

If you have local friends who punt; perhaps you could ask them to call the agencies on your behalf and explain your situation to them.
