Bay Area (San Jose, San Mateo, etc) question

For background, I'm ABC, living in the Bay Area but with family in HK, so I visit back to HK every year or so.

Does anyone know why it seems like a recent trend in the bay area for providers to just perform BBFS? Like anyone, I know covered is safer, but there has been one case where I thought with my little head and just went for it when given the option. The stress from the scare and potential illnesses isn't worth it, so now I always put on the cap, but providers tend to forget and even try to slip in without it unless I mention it. I'm not sure why this is a thing, as it's unnecessarily dangerous.

It isn't even for faster finish and customers leaving, because in the Bay Area it's by time not by shots.
