That's correct.  As long as there is physical contact between you and the cop first before verbal proposition, then you are in the clear (in America).  However, you need to be careful of initiating the physical contact.  If say you grab the female cop in the ass, that can be construed as assault, battery, or both (which may not be much better than a misdemeanor charge).  The best thing to do is ask the WG to give you a hug without saying anything else, and gauge her reaction.  Hope this helps.
