If she offers services and you accept can you be charged? IE. Does the risk attach to the person making an offer or can you get in trouble by just responding?

Surely police have better things to do, what a waste of everyone's time and money!!!!!!  I have always been nervous punting in USA.  My worst experience punting ever was in Newport Beach, CA when I had a girl come to my room, after she was there a few minutes banging on door while the phone in my room was ringing - hotel told me to get out or they would call the cops - just terrible. [Actually probably the second worst on reflection, but still....]
