If you are a national of country A and visit country B, the laws of country A still apply. Many young Korean men went to jail for visiting Tobita Shinchi and FKK based on this law theory. As for the passport thing, a foreign national is required to always carry the passport rather than the copy. If a policeman orders to show you your passport but you don't have one, it will result in detention at a police station cell. The passport has to be signed and in many countries accompanied by a travel insurance.
