1. Is this accurate or are we talking pidgeon english?
Most of their English are decent enough to hold a proper conversation. (they might not spell pigeon though) 
2. At twice the cost of the chinese girls are they worth it?

if you want better hygiene.

then the "Japanese" WGs are ok.
they can be hit-n-miss like the Chinese WGs..
i get 50% bad JG 50% good ones... probably around the same percentage as Chinese WGs.
So do it only if you really like what you see on the DB.
For me, i usually choose the big titties "Japanese"..
